The proposal by the Governor of the Straits Settlements to the Government of the Netherlands India for a mutual free delivery of correspondence between Java and Singapore, having been left to be settled by the Government of Singapore because there are no British Mail Packets employed in the conveyance of the Mails between- Java and Singapore, and therefore
